Shelley Bush Rowe

Director of Access Programs

Shelley Bush Rowe is director of access programs in the Robert J. Trulaske, Sr. College of Business at the University of Missouri. In this role, Bush Rowe provides strategic leadership for the Heartland Scholars Program and the Vasey Academy, advancing student access, engagement and professional readiness. She concurrently serves as director of process and policy improvement in the Mizzou Division of Finance and Business Services, where she leads cross-functional initiatives that strengthen operational effectiveness, align policy with institutional priorities and enhance the student and employee experience.

Bush Rowe brings extensive experience in higher education leadership, organizational improvement, and workforce development. She previously served with University of Missouri Extension as a field specialist in community economic development and regional director for Northeast Missouri, guiding regional strategy and stakeholder partnerships. At Mizzou, she has led university-wide training initiatives, including the FaCTS Financial Education Training Series, and has taught undergraduate business courses within the Trulaske College of Business. Her work centers on aligning people, processes and strategy to support student success and institutional excellence.

Bush Rowe holds a B.A. from Drury University and an M.A from the University of Missouri-St. Louis. She also completed graduate certificates in organizational consulting and change and public management from the University of Missouri.
