Sarah Ruen Blanchard
Sarah Ruen Blanchard is Manager of Regulatory Relations & Policy at Alliant Energy, leading implementation of strategic regulatory initiatives and managing regulatory projects for the company’s Iowa subsidiary, Interstate Power and Light Company (IPL). Sarah joined Alliant Energy in 2016 as Manager of Regulatory Affairs, overseeing regulatory compliance for IPL.
Prior to joining Alliant Energy, Sarah was employed at Xcel Energy’s Colorado subsidiary, Public Service Company of Colorado, providing regulatory project management support for energy efficiency and emerging initiatives.
Before entering the utility industry, Sarah was a manager at a consulting company, providing analytical and policy support to a variety of government, business, and nonprofit clients, including the National Association of State Energy Officials, the American Public Power Association, and the U.S. Trade & Development Agency, among others. Sarah began her career in international relations at the U.S. Department of Energy, supporting U.S. energy policy and collaboration with other countries.
Sarah holds a Bachelor of Arts Degree in Political Philosophy, a Master’s Degree in Public Administration, and a Certificate in Marketing.
Sarah has previously served on the Board for the South Florida Chapter of the American Society for Public Administration, the Board for Xcel Energy’s Western Political Action Committee, and the Board for the South and Eastern Iowa Chapter of the American Red Cross.
